Creation of the Office Chérifien des Phosphates (Cherifian Phosphates Office)
When it was created, the legal form of the Office Chérifien des Phosphates (OCP) was unique. It was neither a direct state entity nor a private company. In the words of a high-ranking official of the Protectorate, OCP is the "kind of company that would have only one shareholder: the State." This allowed it to combine the flexibility of the private sector with the rigour of the public sector.
